Sir,
With reference to the letter of the 3rd Instant from this Office, I am directed by the Secretary of State for the Colonies to transmit to you, for such observations as you may deem fit in the execution of your function, a copy of a Telegram which has been received from the O.A.G. at Hongkong.
The Telegram is on the subject of the securities which the Hongkong & Shanghai Bank proposes to lodge deposit with the Colonial Treasurer against their note issue. I am to add that His Lordship does not quite understand this telegram, as it appears to contemplate the deposit of an amount of securities other than that which had been agreed upon, but you may possibly be in a position to explain the matter.
